　　China on Tuesday released the design of a Mars probe which the country plans to send to the Red Planet within five years.

　　我國計劃在5年內向火星發(fā)射探測器。23日，我國公布了火星探測器的設計。

　　?在23日舉行的火星探測器設計發(fā)布儀式上(a ceremony held to reveal the Mars probe's design)，中國火星探測任務工程副總指揮(deputy head of China's Mars exploration program)劉繼忠表示，我國計劃于2020年前后發(fā)射一個無人火星探測器環(huán)繞火星運行并完成著陸(send an unmanned probe to Mars to orbit and land on the planet around 2020)。

　　?會上，中國國家航天局(China National Space Administration)公布了我國第一款火星探測器(Mars probe)外觀設計構型。火星探測器將由三部分組成：環(huán)繞器(orbiter)、著陸器(lander)、火星車(rover)。火星探測器總設計師孫澤洲表示，火星車將有6個輪子，裝有4塊太陽能電池板(solar panel)，重約200千克，將搭載13臺科學載荷(carry 13 scientific instruments)，在火星上工作92天。

　　?中國火星探測任務工程總設計師(the program's chief planner)張榮橋介紹了中國首次火星探測任務。他說，火星距離地球最遠達4億公里(the farthest distance between the Earth and Mars is about 400m km)，探測器在器箭分離后經過約7個月巡航飛行被火星引力捕獲(be captured by the Martian gravity)，環(huán)繞器環(huán)繞火星飛行后要與火星車分離，然后進入任務使命軌道開展對火星全球環(huán)繞探測(orbit Mars to survey the planet)，同時為著陸器開展中繼通訊(relay communication)。著陸器在火星表面實現(xiàn)軟著陸并與火星車分離(the lander will soft-land on the Martian surface and deploy the rover)。隨后，火星車開始火星表面巡視探測，要探測火星的形貌、土壤、大氣(detect the landform, soil and atmosphere of Mars)，尋找水分布跡象(look for traces of water)。

　　President Xi Jinping issued a rallying call on Thursday for the Olympic spirit to be practiced in helping to realize the "Chinese Dream" of national rejuvenation.

　　25日，國家主席習近平號召踐行奧林匹克精神，助力實現(xiàn)中華民族偉大復興的中國夢。

　　?《奧林匹克憲章(the Olympic Charter)》指出，奧林匹克精神就是相互了解、友誼、團結和公平競爭的精神(mutual understanding with a spirit of friendship, solidarity and fair play)。奧林匹克精神可以用the Olympic spirit來表達，類似的表達有the spirit of the Chinese women's volleyball team(中國女排精神)，the never-say-die spirit(永不言棄的精神)。

　　? 國家主席習近平25日下午在北京人民大會堂(the Great Hall of the People)會見第31屆奧林匹克運動會中國體育代表團(the Chinese sports delegation)全體成員。習近平強調，我國體育健兒在里約奧運會上的出色表現(xiàn)，生動詮釋了奧林匹克精神和中華體育精神(the Chinese athletes have demonstrated the Olympic spirit and the spirit of Chinese sports with their brilliant performances at the Rio Olympic Games)，為祖國爭了光(bring glory to the country)，為民族爭了氣，為奧運增了輝，為人生添了彩，激發(fā)了全國人民的愛國熱情和全世界中華兒女的民族自豪感，增強了中華民族的凝聚力、向心力、自信心(strengthen the nation's cohesiveness and confidence)，是中國精神的一個重要體現(xiàn)。

　　China announced a State-level plan on Thursday to curb antimicrobial resistance, which involves 14 ministries and agencies, including health, agriculture, food and drug, and environmental protection.

　　我國25日宣布《遏制細菌耐藥國家行動計劃》，該計劃涉及衛(wèi)生、農業(yè)、食藥、環(huán)保等14個部門機構。

　　? 細菌耐藥(antimicrobial resistance, AMR)是全球公共健康領域面臨的一項重大挑戰(zhàn)(a major global public health challenge)。細菌耐藥指細菌、真菌、病毒、寄生生物(bacteria, fungi, viruses and parasites)等微生物對于抗菌藥物的耐受性(resistance of a microorganism to an antimicrobial drug)，起初該藥物能對這種微生物引起的感染進行有效治療(that was originally effective for treatment of infections caused by it)。 耐藥性根據其發(fā)生原因可分為獲得耐藥性(acquired resistance)和固有耐藥性(intrinsic resistance)。

　　? 《遏制細菌耐藥國家行動計劃(2016-2020年)》的出臺背景是：抗菌藥物廣泛應用于醫(yī)療衛(wèi)生(be widely used in health care)、農業(yè)養(yǎng)殖領域，在治療感染性疾病挽救患者生命(treat infectious diseases and save patients' lives)、防治動物疫病(animal epidemic prevention and treatment)提高養(yǎng)殖效益以及保障公共衛(wèi)生安全中，發(fā)揮了重要作用。但是，由于新型抗菌藥物研發(fā)能力(R&D capability)不足、藥店無處方銷售抗菌藥物(sales of antimicrobial drugs without preions in some pharmacies)、醫(yī)療和養(yǎng)殖領域不合理應用抗菌藥物、制藥企業(yè)(pharmaceutical enterprise)廢棄物排放(waste discharge)不達標、群眾合理用藥(rational drug use)意識不高等多種因素，細菌耐藥問題日益突出。

　　? 文件提出，從國家層面實施綜合治理策略和措施，對抗菌藥物的研發(fā)、生產、流通、應用環(huán)節(jié)加強監(jiān)管(intensify oversight in research and development, production, distribution and application of antimicrobial drugs)，加強宣傳教育、加強國際交流合作(intensify international cooperation and exchanges)，應對細菌耐藥帶來的風險挑戰(zhàn)。

　　? 到2020年，爭取研發(fā)上市全新抗菌藥物1-2個，新型診斷儀器設備和試劑5-10項(one or two new antimicrobial drugs, and five to ten new testing devices as well as reagents will be developed and made available by 2020)。零售藥店憑處方銷售抗菌藥物的比例基本達到全覆蓋(basically all retail drugstores should sell antimicrobial drugs only when provided with preions)，省(區(qū)、市)憑獸醫(yī)處方銷售抗菌藥物的比例達到50%。全國二級以上醫(yī)院基本建立抗菌藥物臨床應用管理機制(establish a management mechanism to strictly control clinical application of antimicrobial drugs)。對醫(yī)務人員、養(yǎng)殖一線獸醫(yī)和養(yǎng)殖業(yè)從業(yè)人員完成抗菌藥物合理應用培訓(medical staff, veterinarians and employees of poultry and livestock industries finish training on the proper use of antimicrobial drugs)；全面實施中小學抗菌藥物合理應用科普教育(all primary and middle school students should be educated on the issue)。

　　China's banking watchdog and three other ministries jointly issued a set of regulations Wednesday, aiming to tighten supervision of the country's booming peer-to-peer (P2P) lending industry.

　　中國銀監(jiān)會等四部委24日聯(lián)合發(fā)布了系列管理條例，旨在加強對我國迅猛發(fā)展的網絡借貸行業(yè)的監(jiān)管。

　　? 新規(guī)界定了網絡借款的內涵，強調網貸機構作為金融信息服務中介的定位(emphasize the role of P2P lending companies as financial information service intermediaries)，確立了網貸監(jiān)管由銀監(jiān)會(China Banking Regulatory Commission, CBRC)及其派出機構和地方金融監(jiān)管部門雙負責的監(jiān)管體制，并以負面清單形式劃定網貸業(yè)務邊界(provide a negative list to draw the business boundaries of P2P lending companies)，明確網貸平臺不能從事的十三項禁止性行為(impose 13 restrictions on P2P platforms)。

　　? 新規(guī)禁止網貸平臺設立資金池(cash pool)、吸收公眾存款(absorb public savings)或為借款人提供任何形式的擔保(provide any form of guarantee for borrowers)。根據新規(guī)，個人借款人在單個網貸平臺的借款上限為20萬元，在不同平臺的借款上限為100萬元。新規(guī)還要求網貸平臺通過合格的銀行業(yè)機構(qualified banking institutions)存儲、管理客戶資金并準確、及時地披露借款人、融資項目和平臺運營的相關信息(disclose information on the borrowers, financing projects and platform operation accurately on a timely basis)，以更好地保障客戶的資金安全(better ensure the clients' money safety)。
